How to Plan Cleaning for an ITAR-Controlled Workplace 

If you’ve been asked to arrange janitorial cleaning in an ITAR-controlled workplace, you do not need to become an export-control expert before calling a cleaning company. You do need to know the rules your cleaning provider will be expected to follow.

For a smaller technical company, that usually starts with three practical questions: Where can the cleaning team go? Who can enter? What can they clean?

First, Find Out Which Areas Have Access Restrictions

Not every part of the workplace necessarily needs the same rules. Your company may have ordinary office areas alongside a lab, production space, secure room or other controlled area. Identify who in your company is responsible for defining these rules.

Start by asking your security or compliance lead:

  • Which areas may the cleaning team enter?
  • Are any areas limited to U.S. persons or other specifically authorized personnel?
  • Does any area require an escort or special approval?
  • Are there rooms or technical workspaces the cleaning team should not enter at all?

ITAR does not create a universal set of cleaning-access rules for every facility. Your company is responsible for determining where controlled technical data or defense articles may be exposed and what access restrictions are required to protect them.

The cleaning provider’s job is to follow those rules consistently.

Then, Confirm Who Can Enter

Before choosing a cleaning team, find out whether your company has requirements related to:

  • U.S. person status
  • Background checks
  • NDAs
  • Badges or credentials
  • Escorts
  • Phones or cameras
  • After-hours access

Give those requirements to prospective cleaning providers early. This prevents you from selecting a vendor and discovering later that its typical staffing model cannot meet your access requirements.

It also helps the provider assign a consistent crew rather than treating your workplace like an interchangeable office account.

If your cleaning will happen after hours, those access requirements also need to be translated into a practical entry, alarm and lock-up plan for the crew.

Next, Define What the Cleaning Team Will Actually Do

Once access is clear, keep the cleaning scope simple.

Your approved areas might include:

  • Offices and shared workspaces
  • Conference rooms
  • Kitchen and restrooms
  • Common areas
  • Floors and ordinary trash
  • Approved lab or production-support areas

Technical equipment, prototypes, work surfaces, drawings, components or specialty waste may remain outside the cleaning scope.

Also decide what should happen if conditions change. For example, if a normally approved room contains sensitive work one evening, should the cleaner skip it and report it? Who should they contact if they are unsure?

A good rule of thumb is: When in doubt, stop and ask rather than improvise.

  1. Ask your security or compliance lead which areas the cleaning team may access.
  2. Confirm any staffing, screening or escort requirements.
  3. Identify the areas you want to have maintained.

You do not need the cleaner to interpret ITAR for you. You need them to reliably operate within the rules your company has established. Look for a provider that is comfortable working within clear boundaries and can translate your access requirements into a repeatable service plan.
